Forgive my ignorance of salary cap, guarantees etc but: Williams won’t play this year but will get paid $11 million and that figure also counts against the team’s cap – is that right?
Can the team make a cut with an injury settlement to save money and how would that impact the cap?

Williams became guaranteed a few weeks ago. If you try to cut him, he still makes $11M. Best to keep him on IR, see how he does on rehab. If he looks good during rehab, which is 6-8 weeks away, perhaps keep him on a restructured deal (less money, of course) or maybe as trade bait for a late round or conditional draft choice.

Correct. In Williams’ case, his contract was structured to protect against injury in Year 1. Given he suffered the feet injuries, that triggered his 2020 salary and made it guaranteed. Otherwise, the Raiders could have cut him and walked away from the entire figure, just as they can next year. Hope that explains the situation.
The WR corps is deep so the loss of Williams not a huge blow.
However, Raiders near realized the investment in Williams. Disappointing.
Tough luck for Williams. Hopefully, the rookies can pan out. I am not hearing a ton from camp about Ruggs. Lotsa hype around Edwards.
